If you import or distribute commercial wet and dry vacuum cleaners, IEC 60335-2-69 is the standard that matters most. It is not the same as the household vacuum standard (IEC 60335-2-2). It is a separate, more demanding standard written specifically for machines used in hotels, schools, hospitals, factories, shops, and offices. A product tested only to the household standard may not be compliant for commercial use. A supplier that confuses the two standards is a compliance risk.
This guide is written for commercial cleaning contractors, facility managers, B2B vacuum cleaner buyers, importers, compliance officers, procurement managers, distributors, industrial equipment suppliers, and brand owners. It explains what IEC 60335-2-69 covers, who it applies to, what the 2026 update means, and how to verify compliance when sourcing commercial wet dry vacuum cleaner, industrial vacuum cleaner, and OEM vacuum cleaner products from a vacuum cleaner manufacturer in China.
IEC 60335-2-69 is Part 2-69 of the IEC 60335 series. Part 1 (IEC 60335-1) sets general safety requirements for household and similar electrical appliances. Part 2-69 adds specific requirements for wet and dry vacuum cleaners, including power brush models, intended for commercial use.
The current published edition is the sixth edition, IEC 60335-2-69:2021. A draft European version, prEN IEC 60335-2-69:2026, is in development and will supersede earlier EN versions once finalized.
The standard covers electrical motor-operated vacuum cleaners, back-pack vacuum cleaners, and dust extractors for wet suction, dry suction, or wet and dry suction, intended for commercial indoor or outdoor use with or without attachments.
IEC 60335-2-69 applies to machines for commercial use. The standard lists locations that indicate the scope, though the list is not exhaustive:
Public use areas: hotels, schools, hospitals
Industrial locations: factories and manufacturing shops
Retail outlets: shops and supermarkets
Business premises: offices and banks
All uses other than normal housekeeping purposes
The standard covers mains-powered motors up to 250V for single-phase appliances and 480V for other appliances, as well as battery-operated motors. Machines with a traction drive are covered by a different standard (IEC 60335-2-72).
A Large-Capacity Wet Dry Vacuum Cleaner used in a warehouse, a Portable Quiet Vacuum Cleaner used in a hotel, and a heavy duty vacuum cleaner used in a factory all fall within the commercial scope if they are not household models.
The exclusions matter for buyers because they determine which standard applies.
IEC 60335-2-69 does not apply to:
Household vacuum cleaners (covered by IEC 60335-2-2)
Floor treatment machines for commercial use (IEC 60335-2-67, IEC 60335-2-72)
Spray extraction machines for commercial use (IEC 60335-2-68)
Hand-held garden blowers and vacuums (IEC 60335-2-100)
Hand-held and transportable motor-operated electric tools
Medical appliances (IEC 60601-1)
Machines designed for corrosive environments
Machines for liquids with a flash point below 55°C
Machines for explosive environments (except zone 22)
Machines for vacuuming ash from fireplaces, chimneys, ovens, and ashtrays
This means a wet dry vacuum cleaner sold for home use should be tested to IEC 60335-2-2, not IEC 60335-2-69. A distributor sourcing commercial wet dry vacuums should confirm which standard applies to each model.
One of the most important features of IEC 60335-2-69 is its treatment of hazardous dust.
The standard applies to machines handling hazardous dust, such as asbestos. Additional requirements for machines handling hazardous dust are given in normative Annex AA. This is critical for industrial and remediation applications where asbestos or other hazardous materials may be present.
The 2021 edition (sixth edition) added requirements for the pick-up of combustible dusts in other than an explosive dust atmosphere. This is a significant technical change from the previous edition. It means commercial wet dry vacuums used in environments with combustible dust (but not classified as explosive atmospheres) must meet additional safety requirements.
A heavy duty vacuum cleaner used in a woodworking shop or grain facility may need to demonstrate compliance with these combustible dust requirements. A standard industrial vacuum without this testing may not be suitable for the application.
The sixth edition (IEC 60335-2-69:2021) includes two significant technical changes compared to the fifth edition (2016):
The standard is aligned with the latest edition of Part 1 (IEC 60335-1:2020). Test reports must reference the updated Part 1 requirements. A report based on the older Part 1 may not be accepted for new certifications.
Requirements for pick-up of combustible dusts in other than an explosive dust atmosphere were added. This expands the scope of safety testing for industrial and commercial applications where combustible dust is present.
A draft European standard, prEN IEC 60335-2-69:2026, is in development. It will supersede EN 60335-2-69:2012 when finalized. The draft includes European Amendment A11, which adds specific requirements on noise emitted from these appliances because the generated noise is LpA > 70 dB(A) and is considered a relevant hazard. It also contains requirements for appliances with radio function, remote communication, and remote operation.
For buyers, this means the standard is evolving. A vacuum cleaner manufacturer in China that stays current with standard updates will be better positioned to supply compliant products for European markets. Buyers should ask suppliers whether their test reports reference the current edition and whether they are preparing for the 2026 update.
When sourcing from a vacuum cleaner manufacturer in China, ask these questions:
For a commercial wet dry vacuum cleaner, confirm the test report references IEC 60335-2-69, not IEC 60335-2-2. A household standard report is not sufficient for commercial use.
The current published edition is IEC 60335-2-69:2021 (Edition 6.0). A report to the 2016 edition (Edition 5.0) may not include the combustible dust requirements added in 2021.
The laboratory should be accredited to ISO/IEC 17025. A report from an unaccredited lab carries less weight with authorities and customers.
The test report must list the exact model number you are importing. A report for a similar model is not sufficient.
If the vacuum will be used for asbestos or other hazardous dust, confirm that the test report includes Annex AA requirements. A standard commercial wet dry vacuum without Annex AA testing may not be suitable for hazardous dust applications.
If the vacuum will be used in an environment with combustible dust (but not an explosive atmosphere), confirm that the test report includes the 2021 combustible dust requirements.
A reliable vacuum cleaner manufacturer in China with export experience will have this documentation ready and can explain which standard applies to each model.
An importer in Europe ordered a batch of commercial wet dry vacuum cleaner models for sale to hotels and cleaning contractors. The supplier provided an IEC 60335-2-2 test report, claiming it covered vacuum cleaners. The importer assumed the report was sufficient.
When a hotel customer’s compliance team reviewed the documentation, they rejected it. The report referenced the household standard, not IEC 60335-2-69. The customer required commercial-standard testing for their procurement approval. The importer faced a cancelled order and a damaged relationship.
The importer contacted Lanxstar, a vacuum cleaner manufacturer in China with commercial vacuum compliance experience, for a compliant replacement order. Lanxstar provided:
Test reports to IEC 60335-2-69:2021 from an accredited laboratory
Confirmation of scope for commercial use
Updated technical file documentation
Annex AA documentation for hazardous dust models where required
The replacement products passed customer compliance review, and the importer updated its supplier verification process to check the applicable standard for each product type.
This case shows that the standard reference matters. A household standard report is not a substitute for commercial standard testing.
For brand owners and distributors, the standard edition and scope are key parts of the technical file.
An OEM vacuum cleaner partner can specify IEC 60335-2-69 testing for commercial models and IEC 60335-2-2 for household models. The supply agreement should define which standard applies to each product.
An ODM vacuum cleaner partner can design machines that meet the commercial standard requirements, including hazardous dust and combustible dust provisions where needed.
A private label vacuum cleaner program allows distributors to offer branded commercial machines with the correct standard compliance documented.
When you import vacuum cleaner from China, ask your supplier about the standard reference, edition, and scope for each model.

IEC 60335-2-69 is the safety standard for commercial wet and dry vacuum cleaners, including power brush models. It applies to machines used in hotels, schools, hospitals, factories, shops, and offices. It covers hazardous dust (Annex AA) and, since 2021, combustible dust in non-explosive atmospheres.
The current published edition is IEC 60335-2-69:2021 (Edition 6.0). A European draft, prEN IEC 60335-2-69:2026, is in development and will add noise and radio function requirements.
A High Suction Vacuum Cleaner sold for commercial use needs IEC 60335-2-69 testing, not IEC 60335-2-2. A Large-Capacity Wet Dry Vacuum Cleaner used in a warehouse needs combustible dust compliance if the environment requires it. A Portable Quiet Vacuum Cleaner for hotel use falls within the commercial scope. A heavy duty vacuum cleaner for hazardous dust needs Annex AA documentation.
In summary, buyers should verify the standard reference, the edition, the laboratory accreditation, and the model number match. Working with a vacuum cleaner manufacturer in China that understands the difference between household and commercial standards can help you avoid compliance gaps and protect your market access.
